SVOD content obligations must support local music

APRA AMCOS urges the government to ensure any local content scheme supports local screen composers and local music creators generally.

The Australian Government is currently investigating local content obligations for Australian screen content on SVOD services.

There is an opportunity for the Australian Government to develop a world-leading scheme that provides long-term support that includes the songwriters, composers, musicians, sound designers and publishers within the screen ecosystem.


The Australian Government is currently investigating local content obligations for Australian screen content on SVOD services.

The government outlined its intention as part of the launch of Revive, the National Cultural Policy to ensure local audiences have access to local stories and content. These obligations are due to come into force from 1 July 2024.

APRA AMCOS urges the government to ensure any local content scheme supports local screen composers and local music creators generally.

There is an opportunity for the Australian Government to develop a world-leading scheme that provides long-term support of the entire screen industry ecosystem that includes the songwriters, composers, musicians, sound designers and publishers who create great music for great local screen stories while also building the intellectual property portfolio of the nation.

It is imperative that the test for what constitutes local content is rigorous and inclusive; and designed specifically to uplift and support local creators, including screen composers and those in key music roles in all aspects of screen production.

Australia is more than just a film set. With the proliferation of local and international productions our screen sector has the potential to capitalise on the benefits of not just being a safe, beautiful and diverse location but also as a highly skilled and creative workforce, particularly with our screen music.

Australia succeeds best when the screen industry tells our stories, not just through our voice and our images, but with the beating heart of an Australian soundscape. A soundscape that is diverse, global and exceptional.

In 2020, APRA Chair Jenny Morris addressed the National Press Club with a clear vision of how Australia should become a net exporter of music.

Earlier this month, Australian actor and producer Bryan Brown AM was joined by AGSC board members Me-Lee Hay and Antony Partos to address the National Press Club.

During that address, they urged for the introduction of Australian content quotas for any streaming service that run their businesses in this territory.
